To lower The Shadings and open the vanes, pull the cord toward the center and down in a pumping motion.  Allow the cord to fully retract between strokes

To close the vane and raise the shading, pull the cord down and slightly out, again using a pumping motion and allowing the cord to fully retract between each stroke,
